A gist of the 32nd Biennial General Conference of the MCTA held on 7th April, 2017 at St. Edmund's College.
The 32nd Biennial General Conference of the MCTA was held on 7th April, 2017 at St. Edmund's College. In the Inaugural Function the Principal of St. Edmund's College, gave a warm welcome to all the members and invitees. This was followed by the Presidential Address by Dr. B. H Buam. In her presidential address, Dr. Buam touch upon the current scenario of Education, the changing times, the challenges and how teachers must be equipped to face the challenges. Prof. Biswajit Bhuyan, National Secretary, AIFUCTO and Prof. M. Lokendra Singh, Zonal Secretary, AIFUCTO (NE) graced the occasion as Guests of Honour. They stressed upon the unity of teachers body in the region and the country as a whole. Prof. S.K.Srivastava, Vice-Chancelor North-Eastern Hill University, Shillong, Meghalaya the Chief Guest on his Inaugural Address, praised the effort of MCTA in playing a major role in looking after the welfare of teachers in the state. He also stress upon the need to meet the various challenges of higher education. After the inaugural function, the Business session followed. In the pre-lunch session, the Secretary's Report and the Treasurer's report was place before the house. Various aspects of the activities taken up by MCTA was discussed threadbare. While in the post lunch session, various resolutions proposals of the different Units were discussed and most of the resolutions were adopted. The various resolutions adopted in the 32 Biennial General Conference of the MCTA are as follows:
- Writ petition related matters
- Be it resolved that MCTA shall file writ petition for issues related to gratuity, provident fund and pension, allowances, and service rules along with career advancement scheme for teachers in ad-hoc colleges.
- State Government related matters
- Be it resolved that the Executive Committee of the MCTA shal take up with the State Government the matter of creation of more sanctioned posts with UGC scales of pay for departments functioning without full-fledged teachers.
- Be it resolved that the Executive Committee of the MCTA shall take up with the concerned authorities the issues affecting teachers such as placement, counting of past service, and other notifications coming from State Government and North Eastern Hills University affecting the interest of teachers.
- Be it resolved that the Executive Committee of the MCTA shall take up with the State Government the issue of enhancement of morning shift allowance to a commensurate level.
- Be it resolved that the Executive Committee of the MCTA shall take up the issue of the anomaly with regard to additional increment due to teachers who have acquired Ph. D. degree at each higher stage of AGP.
- Be it resolved that the Executive Committee of the MCTA shall urge the Government of Meghalaya to release the salary bills on a monthly instead of quarterly basis.
- NEHU related matters
- Be it resolved that the Executive Committee of the MCTA shall urge upon NEHU to make provision for reservation of seats for admission into M. Phil. and Ph. D. programmes in the University for teachers serving in colleges affiliated to the University to enable them to pursue career progression.
- Be it resolved that the Executive Committee of the MCTA shall urge upon NEHU to waive the condition of research experience required for teachers to apply for equivalent or higher posts in the University till such time that research level programmes are introduced in colleges or research guidance facility is extended by the University to the colleges.
- Be it resolved that the Executive Committee of the MCTA shall take up the issue with NEHU for re-formulation and re-introduction of the Board of Under Graduate Studies in place of Board of Studies.
- Be it resolved that the Executive Committee of the MCTA shall discuss with the authorities of NEHU in making syllabi content and corresponding time frame for the under-graduate courses more proportionate.
- Be it resolved that the Executive Committee of the MCTA shall take up with the authorities of NEHU the issue of subject combination for under-graduate courses to make them student friendly.
- Association related matters.
- Be it resolved that all the members of the Association in all the Units must abide by the decision of the Executive Committee of the MCTA so as to maintain unity, continuity and uniformity with regard to the ongoing writ petition(s) filed in the Meghalaya High Court.
- Be it resolved that the Executive Committee of the MCTA shall issue clarification on Welfare Fund with regard to its objective, beneficiaries, terms and conditions as laid down under Article 3(g) of the Constitution of the Association.
- Be it resolved that the Executive Committee of the MCTA shall take steps to start collecting Building Fund from the defaulting Units and utilize the Building Fund for acquiring MCTA office or to consider refunding the same to the contributors already collected before.
- Be it resolved that the Executive Committee of the MCTA shall issue necessary instruction to the Units that all teachers irrespective of the nature of their posts be enrolled as members of the Association in their respective Units.
- Be it resolved that the Executive Committee of the MCTA extends support moral or otherwise from time to time to different teachers' organizations in their struggle to achieve their legitimate aims.
As the term of the existing Executive Committee is over, an election was held to elect new office bearers and Executive Members. The following are the new members to the Executive Committee for the term April 7, 2017 to April 6, 2019.
