Dear Friends,

Greetings and best wishes!

As already notified to you through the Special Circular sent on 19th of June after Bombay NEC, I want to confirm about our programmes in July at the state and national level. Let me reiterate about our unanimous decision taken at the Mumbai NEC about the programmes to be undertaken on July 12, 2017 at the state level and on July 24, 2017 at the national level. July 12, 2017 will be observed as “Justice Day” throughout the country. AIFUCTO requests its affiliates togo for state level convention, demonstration, dharna to sensitize the teachers and public at large about the wilful indifference and disrespect of MHRD about teachers and academic advancement of the country. This will be followed by a rally and march to Parliament House on July 24, 2017. It will start at 11 am from Jantar Mantar, New Delhi and end at Parliament House. AIFUCTO expects a strong gathering on the given date in New Delhi .The programme will highlight the following demands
  1. Publication and implementation of 7th UGC pay revision recommendations after consultation with AIFUCTO and other teachers’ body.
  2. 100% financial assistance for uniform & simultaneous implementation of 7th Pay Scales. 
  3. Introduction of Pay Scales and Service conditions for Temporary / Adhoc / Part time / Guest teachers / Block Grant teachers and self-financing teachers and employees.
  4. Scraping of API and Extend dates of RC/OC.
  5. New Pension Scheme to be called off and pension for all teachers.
  6. Abolition of anomalies in the 6th Pay scale.
  7. No budget cut on education and allowing 6% budget allocation on education.
  8. Immediate withdrawal of: 
    1. proposal to set up HEPA, HEERA and strengthen UGC and AICTE 
    2. grant of Graded Autonomy of University and Colleges 
    3. Compulsory NET / SLET/ BET for Ph. D registration.
Friends, let us gear up for a solid show of strength on both these occasions. The academic community and environment in India today face great uncertainties. What is going on in the name of reforms, actually are blatant attempts to throttle the autonomy of higher education through excessive centralisation and making higher education a lucrative field of investment of corporate capital, moves that cannot be supported keeping in view the extremely diverse socioeconomic background of our students and teachers. The moves will put an end to the public funded education system in India. It is to honour, secure and preserve the dignity of our profession that we need to make both our programmes successful. Our solidarity alone can help us get our legitimate demands and save Indian higher education from imminent collapse.

Friends in this connection please do not get swayed by repeated media reporting on the publication and implementation of 7 PRC. We have been noticing since February that this has been a deliberate ploy of the government and a section of the press to come out with optimistic reports on 7 PRC every time AIFUCTO gives a call for movement. We now understand the ulterior motive behind such a move- to defuse and create rift among the teachers. This becomes clearer after AIFUCTO decided to call off the Dharna before UGC on May 15, 2017 on HRD Minister’s assurance the report would be out in a month’s time. At the same time this is a clear indication that government is aware and scared of the public reaction in the event of a concerted teachers’ movement. It therefore remains their objective to keep the teachers and stakeholders confused and divided. It is therefore imperative that teachers of the country under AIFUCTO’s leadership put up a grand show in their states and at Jantar Mantar for their legitimate claims on July 12 and 24, 2017 respectively.

NEC Meeting:
A special meeting of NEC is fixed in Delhi on 24th July following the rally and demonstration at Jantar Mantar to review and assess the situation.  NEC meeting will be held at Gandhi Peace Foundation,DeenDayalMarg,near ITO at 5pm.All office bearers and NEC members are requested to stay in Delhi to attend the meeting.

Financial support:
Friends, AIFUCTO is running under acute financial crunch. NEC decided to request our affiliates to deposit their subscriptions, struggle fund and membership fee immediately. Postage charge for Teachers’ Movement is raised from 25 paise to Rs.2. Due to financial burden it has become very difficult to publish and posting of our most important monthly magazine. NEC resolved to request every subscriber of TM to pay Rs.200/= to run it in future. Please treat this as urgent because we cannot sustain our movement and future activities without proper financial back up.account details is already given in the special circular sent to you on 19th June,2017.

Zonal Meeting at Shillong:
Northeastern Zonal Meeting of AIFUCTO was held on June 24, 2017 at ICSSR - NECR Conference Hall, NEHU, Shillong. Prof Kesab Bhattacharya inaugurated the meeting as Chief Guest. Prof Arun Kumar, General Secretary, AIFUCTO was Special Guest of Honour; Prof. Biswajit Bhuyan, National Secretary, AIFUCTO  was Guest of Honour; Prof  M Lokendro Singh, Zonal Secretary (NE), AIFUCTO as President and Dr Berylda H Buam President MCTA as Chief Host graced the inaugural function.Dr Khireswar Borah, President ACTA, Assam, Prof P. G. Tago President, APCTA, Arunachal Pradesh, Dr Imtiwati Jamir, President ANGCTA, Nagaland, Dr. Berylda H Buam, President MCTA, Meghalya; Dr Th Nabachandra Singh, Vice President AMCTA & Prof H Lalnunmawia, Vice President MCTA, Mizoram led the teams to represent their respective state units and participated in  the NE Zonal meeting.

The meeting supported the NEC resolution on "Justice Day" to be observed on July 12, 2017 and participate in the rally and march to Parliament House, New Delhi on 24th July 2017. All the affiliates in NE zone wholeheartedly agreed to participate actively in AIFUCTO movements in future.

Invitation of Proposal for Statutory Conference:
You know well that our statutory conference is to be held in the last of this year.So Bombay NEC has decided to invite proposals from our affiliates for next Statutory Conference.AIFUCTO requests our State Federations/University Associations to come forward with concrete proposal for organising statutory conference this year .Proposal may be finalised in Delhi NEC on 24th  July . 
Friends, in the midst of such tumultuous times let us stay united and put a brave resistance    to the anti- democratic, conservative stance of the  government to stall the march of free and rational thinking in India. Our movement alone can ensure the future of public funded education system of the country.
